Step-by-Step Guide to WOSB Certification in Texas

The Women-Owned Small Business (WOSB) Federal Contracting Program provides women-owned businesses with access to set-aside federal contracts in industries where women are underrepresented. Certification as a WOSB or Economically Disadvantaged WOSB (EDWOSB) opens the door to billions of dollars in annual federal procurement opportunities. This step-by-step guide covers the complete certification process for Texas women business owners.

Step 1: Understand the Two Certification Levels

  • WOSB: Available to businesses at least 51 percent owned and controlled by one or more women who are U.S. citizens. Provides access to WOSB set-aside contracts.

Step 2: Confirm Eligibility

  • The business must be at least 51 percent unconditionally owned by one or more women who are U.S. citizens
  • The qualifying woman owner must manage the daily business operations and make long-term decisions
  • The business must be small under SBA size standards for its primary NAICS code
  • For EDWOSB, the qualifying woman owner’s personal net worth must be below $750,000 (excluding ownership interest in the business and primary residence)

Step 3: Choose a Certification Path

SBA offers free self-certification through its online portal, but the program now requires third-party certification or SBA certification for set-aside eligibility. Approved third-party certifiers include organizations such as the Women’s Business Enterprise National Council (WBENC) and the U.S. Women’s Chamber of Commerce.

Step 4: Gather Required Documents

  • Proof of U.S. citizenship for qualifying woman owner
  • Birth certificate or valid passport
  • Business formation documents showing ownership percentages
  • Operating agreement, bylaws, or partnership agreement
  • Personal and business tax returns (typically 3 years)
  • Personal financial statement
  • Resume demonstrating relevant management experience
  • For EDWOSB: additional financial documentation showing economic disadvantage

Step 5: Register in SAM.gov

Step 6: Complete the Certification Application

Log in to the SBA certification portal (certify.sba.gov) and complete the WOSB or EDWOSB application. Upload all required documents. The application asks detailed questions about ownership, control, management, and (for EDWOSB) financial status.

Step 7: Review and Submit

Review all information for accuracy before submitting. Incomplete applications are the most common cause of delays. Once submitted, the certifying body will review your documentation and may request additional information.

Step 8: Site Visit or Interview (If Required)

Some certification reviews include a site visit or phone interview to verify that the qualifying woman owner exercises actual day-to-day management and control of the business. Be prepared to demonstrate your operational role.

Step 9: Receive Certification

Processing times vary by certifier. SBA direct certification typically takes 60 to 90 days. Third-party certifiers may have different timelines. Once certified, your WOSB status is reflected in SAM.gov and you can compete for WOSB set-aside contracts.

Maintaining Certification

  • Recertify annually or as required by your certifying body
  • Report any changes in ownership or control promptly
  • Maintain all eligibility requirements throughout the certification period
  • Keep your SAM.gov registration active and current
