Texas HUB Program: How to Apply and Win State Contracts

The Texas Historically Underutilized Business (HUB) Program gives qualifying businesses access to billions of dollars in state contracting opportunities. If your business is majority-owned by a minority individual, a woman, a veteran, or a service-disabled veteran, the HUB program could be one of the most valuable programs available to you — and it is completely free to apply.

Step-by-Step Application Process

Step 1: Verify Eligibility

Before starting the application, confirm your business meets all requirements:

  • For-profit entity with a Texas principal office or Texas-resident owner
  • At least 51% owned by a qualifying individual (minority, woman, veteran, or service-disabled veteran)
  • Qualifying owner actively manages business operations
  • Business meets SBA size standards for its industry

Step 2: Gather Documentation

Prepare the following before starting:

  • Completed HUB application form (available from the Comptroller's website)
  • Personal net worth statement for each qualifying owner
  • Most recent federal tax returns for the business
  • Organizational documents (articles of incorporation, partnership agreement, or LLC operating agreement)
  • Proof of Texas presence (lease, utility bill, or Texas driver's license)
  • Documentation of qualifying status (birth certificate, naturalization papers, DD-214, VA disability letter, etc.)
  • Resume showing relevant experience and active management
  • Current business licenses and permits

Step 3: Submit Online

The fastest path is the Comptroller's online HUB portal. Create an account, complete the application, upload supporting documents, and submit. The portal allows you to track your application status after submission. There is no fee.

Step 4: Respond to Follow-Up

The Comptroller's staff may contact you for additional information or clarification. Respond promptly to avoid delays. Common follow-up requests include updated financial statements, clarification of ownership structure, or additional proof of qualifying status.

Step 5: Receive Certification

Processing typically takes up to 90 days. Once certified, you receive your HUB certification and are listed in the Centralized Master Bidders List (CMBL) / HUB Directory.

How to Use HUB Certification to Win Contracts

Register on the CMBL

After certification, ensure your CMBL listing is complete and accurate. State agencies search the CMBL by commodity code and location when looking for HUB vendors. List every NAICS code and commodity code that describes your capabilities.

Monitor the Electronic State Business Daily

The ESBD is where all state procurement opportunities above certain thresholds are posted. Set up email alerts for your commodity codes so you receive notifications when relevant opportunities are posted. Check the ESBD regularly for solicitations that match your business capabilities.

Attend HUB Forums

The Comptroller hosts regional HUB Forums where HUB vendors meet directly with state agency procurement officers and prime contractors. These events are essential for building relationships and understanding what agencies need. Individual agencies also host their own HUB events.

Pursue Subcontracting

Many large state contracts require the prime contractor to submit a HUB Subcontracting Plan. Contact prime contractors who hold state contracts in your industry and introduce your business as a HUB-certified subcontractor. This is often easier than pursuing prime contracts directly and builds your track record.

Use the Mentor-Protege Program

The HUB Mentor-Protege Program pairs experienced businesses with HUB vendors. A mentor can help you understand the procurement process, build capacity, and pursue larger opportunities. Contact the HUB Program office for current program information.

Stacking HUB with Other Certifications

HUB certification is most powerful when combined with other procurement certifications:

  • City MBE/WBE: Get certified with your city for local procurement preferences on top of state HUB access.
  • SBA 8(a): Opens federal sole-source contracts up to certain thresholds. Minority business programs guide.

Common Application Mistakes

  1. Incomplete ownership documentation: Make sure your organizational documents clearly show 51% qualifying ownership.
  2. Missing active management evidence: Provide a resume and description showing the qualifying owner is actively involved in management decisions, not just a passive owner.
  3. Outdated financial information: Submit the most recent tax returns and financial statements available.
  4. Not registering on the CMBL: Certification without CMBL registration means agencies cannot find you.

Maintaining Your Certification

HUB certification must be renewed periodically. Keep track of your renewal date and submit renewal documentation on time. A lapsed certification removes your listing from the directory and makes you ineligible for HUB credit on state contracts.
