Employee Training Funding for Texas Businesses

Texas Business Grants Research Team

Investing in employee training improves productivity, reduces turnover, and positions Texas businesses for growth. Several government programs can offset the cost of training, making it more affordable for small and mid-size businesses to develop their workforce.

Skills Development Fund

The TWC Skills Development Fund is Texas's flagship workforce training grant program. Employers partner with community or technical colleges to design customized training programs. The grant covers training costs while employers get workers trained to their specific standards. Awards range from $50,000 to over $2 million. Skills Development Fund guide.

On-the-Job Training (OJT)

Workforce Solutions offices administer WIOA-funded on-the-job training programs that reimburse employers for a portion of wages during the training period for qualifying new hires. OJT programs can offset 50% or more of the training period wage cost.

Registered Apprenticeship

Employers can establish or join registered apprenticeship programs with potential state and federal incentive support. Apprenticeship combines on-the-job training with classroom instruction, and state and federal programs may provide financial incentives for participating employers. Apprenticeship guide.

WOTC for Training Hires

When hiring employees who will receive training, check whether they qualify for WOTC target group membership. Tax credits of $2,400 to $9,600 per hire can offset the cost of onboarding and training new employees.

SBA and SCORE Workshops

SBDCs, SCORE, and SBA offices provide free workshops and training on business topics including management, finance, marketing, and technology. These free resources can supplement internal training programs.

Community College Programs

Texas community colleges offer continuing education, technical training, and certification programs that can be customized for employer needs. Many programs are funded through state appropriations, keeping costs low for participating businesses.
