How Texas Small Businesses Can Compete with Big Companies

Small Texas businesses often struggle to compete with larger companies on pricing, resources, and access to opportunities. However, several government programs are specifically designed to level the playing field, giving small businesses procurement preferences, access to capital, training resources, and cost advantages that larger companies do not need or cannot access.

Government Procurement Set-Asides

Federal and state governments set aside a percentage of contracts specifically for small businesses. Texas HUB certification, SBA 8(a) certification, HUBZone certification, WOSB certification, and SDVOSB certification each provide different contracting preferences that exclude large companies. SBA Size Standards

The SBA defines size standards by industry. Businesses below these thresholds qualify for small business programs that larger competitors cannot access. SBA 7(a) loans, Microloans, SBIR grants, and other programs are restricted to qualifying small businesses.

Tax Credits

Several tax credits disproportionately benefit small businesses. The R&D tax credit allows qualifying startups to apply it against payroll taxes. WOTC hiring credits are equally available regardless of company size. Section 179 deductions have higher relative impact on smaller businesses.

Training Grants

Skills Development Fund grants help small businesses train employees at no cost, closing the training investment gap between small and large employers.

SBDC and SCORE

Free business advising through SBDCs and SCORE gives small businesses access to expertise they cannot afford to hire in-house. Marketing, financial management, operations, and strategy advising are all available at no cost. Find an SBDC.

Certification Programs

Minority, women, veteran, and HUBZone certifications provide procurement advantages specifically for qualifying small businesses. Large companies cannot obtain these certifications by definition.
