Rapid Response and Layoff Aversion Services in Texas

Texas Business Grants Research Team

The Texas Workforce Commission's Rapid Response program provides services to both employers facing layoffs and affected workers. Texas businesses experiencing economic downturns may access layoff aversion strategies, shared work programs, and transition services that may help preserve jobs and reduce the need for permanent workforce reductions.

What Is Rapid Response?

Rapid Response is a federally mandated service under the Workforce Innovation and Opportunity Act (WIOA). When Texas employers face potential layoffs, Rapid Response teams from the Texas Workforce Commission and local Workforce Solutions boards provide immediate assistance to both the employer and affected workers.

Layoff Aversion Strategies

  • Shared Work program: Allows employers to reduce hours instead of laying off workers, with employees receiving partial unemployment benefits to supplement reduced pay
  • Skills upgrade training: Workforce training grants may help retrain workers for new roles within the company
  • Economic development connections: TWC connects businesses with state and local economic development resources that may improve business conditions
  • Business consulting: SBDC and SCORE consultants may help identify strategies to address underlying business challenges

When to Contact Rapid Response

Texas employers should contact the Rapid Response unit early when layoffs are being considered. Early engagement provides more time for layoff aversion strategies. WARN Act requirements mandate 60 days notice for layoffs of 100 or more employees, but Rapid Response services are available to employers of any size.

How to Access Services

Contact the Texas Workforce Commission Rapid Response unit or your local Workforce Solutions board. Services are confidential and provided at no cost to the employer.
