Plumbing Business Grants in Texas: Programs for Plumbing Contractors

Texas Business Grants Research Team

Texas is in the middle of a construction boom, and plumbing contractors are in high demand. Whether you run a residential plumbing service, a commercial plumbing company, or a new construction plumbing operation, growing your business requires capital for trucks, equipment, tools, and skilled labor. While direct grants for plumbing businesses are uncommon, there are government programs that plumbing business owners may be eligible for.

This guide covers the real programs available to Texas plumbing businesses — from workforce development and apprenticeship programs to SBA lending and government contracting.

Workforce and Apprenticeship Programs

Registered Apprenticeship

Plumbing is one of the strongest apprenticeship trades in Texas. Registered apprenticeship programs through Texas Workforce Solutions combine on-the-job training with classroom instruction. Plumbing companies that register apprenticeship programs can access training subsidies, and apprentices earn while they learn. The Texas Workforce Commission supports registered apprenticeship programs with coordination, marketing, and in some cases direct funding.

Skills Development Fund

The TWC Skills Development Fund provides grants to community colleges that partner with employers for customized training. Plumbing companies can use this program to train journeymen, apprentices, and helpers on code compliance, new technologies (PEX systems, tankless water heaters), safety protocols, and business operations.

On-the-Job Training (OJT)

Texas Workforce Solutions OJT programs reimburse employers for 50% to 75% of wages paid during new employee training — typically for up to six months. For plumbing companies training apprentices or new helpers, OJT can meaningfully reduce labor costs during the onboarding period.

Work Opportunity Tax Credit (WOTC)

Plumbing companies hiring from WOTC-eligible target groups can claim federal tax credits of $2,400 to $9,600 per qualifying hire.

SBA Lending Programs

SBA 7(a) Loans

The SBA 7(a) program is well suited for plumbing businesses needing capital for service trucks, equipment (pipe threading machines, camera inspection systems, excavation equipment), working capital, and business acquisition. Loans up to $5 million with favorable interest rates and repayment terms.

SBA 504 Loans

Plumbing companies purchasing shop or warehouse space can use the SBA 504 program for long-term, fixed-rate financing with as little as 10% down. This is a practical option for growing plumbing businesses that want to own their facility.

SBA Microloans

Smaller plumbing operations and startups can access SBA Microloans of up to $50,000 for initial equipment, tools, a service vehicle, and working capital.

Government Contracting

Government contracting is a major opportunity for plumbing businesses in Texas. Federal, state, and local government entities all need plumbing services for construction, maintenance, and emergency repairs.

  • HUB Certification: Texas HUB certification provides procurement preferences for state plumbing contracts on state buildings, universities, and facilities. Learn about HUB certification.
  • TxDOT DBE Certification: Plumbing contractors working on transportation infrastructure projects can access federally funded contracts through DBE certification.
  • City M/WBE Certification: City-level certifications open access to municipal plumbing and construction contracts.
  • SBA 8(a) Program: Socially and economically disadvantaged plumbing company owners can access federal contracting preferences and sole-source contracts.

Bonding Assistance

Plumbing contractors bidding on government contracts typically need surety bonds. The SBA Surety Bond Guarantee Program helps small contractors who cannot obtain bonds through regular channels. The SBA guarantees bonds up to $10 million, making it easier for smaller plumbing companies to bid on larger government projects. See our guide to construction business grants.

Equipment and Tax Incentives

  • Section 179 deduction: Plumbing businesses can deduct the full cost of qualifying equipment — service trucks, excavation equipment, camera inspection systems, pipe tools — in the year of purchase.
  • TCEQ emissions programs: Plumbing companies operating older diesel trucks or equipment may be eligible for TCEQ TERP grants to replace them with cleaner vehicles.

How Plumbing Business Owners Should Approach Funding

  1. Set up apprenticeship programs: Registered apprenticeship is the most effective way to develop skilled plumbers while accessing training support.
  2. Get certified for government work: HUB, DBE, and M/WBE certifications are free and open access to government plumbing contracts.
  3. Use SBA lending for equipment: SBA 7(a) and Microloans offer better terms than equipment dealer financing.
  4. Explore bonding assistance: SBA Surety Bond Guarantee helps smaller contractors compete for larger projects.
