How to Find Government Contracts in Texas: Federal, State, and Local Sources

Federal Contract Sources

SAM.gov Contract Opportunities

All federal contract opportunities over $25,000 must be posted publicly on SAM.gov (formerly FedBizOpps). You can search by keyword, NAICS code, set-aside type, agency, and location. Texas businesses should monitor SAM.gov regularly for opportunities matching their capabilities.

GSA Schedule

The General Services Administration (GSA) Multiple Award Schedule program allows businesses to get pre-approved as vendors that federal agencies can purchase from without a full competitive procurement. Getting on a GSA Schedule requires an application process but simplifies future sales to federal customers.

Small Business Set-Asides

Federal agencies set aside a portion of contracts for small businesses, including specific set-asides for 8(a), WOSB, HUBZone, and SDVOSB-certified firms. These set-asides reduce competition and can provide a more accessible entry point into federal contracting.

Texas State Contract Sources

Texas Comptroller CMBL

The Centralized Master Bidders List (CMBL) is the state's vendor registration system. Businesses registered on CMBL receive notifications about state procurement opportunities matching their commodity codes. Registration is free and managed through the Texas Comptroller's office.

Texas SmartBuy

Texas SmartBuy (formerly the Electronic State Business Daily) is the state's electronic procurement marketplace where agencies post bid opportunities, contract awards, and vendor information.

HUB Program

Texas HUB certification provides access to state procurement preferences and subcontracting opportunities. State agencies are required to make good-faith efforts to include HUB vendors in their procurement processes.

Local Government Contracts

Texas cities, counties, school districts, and special districts all issue their own contracts. Most local governments post opportunities on their websites or through third-party procurement portals. Major cities like Houston, Dallas, Austin, and San Antonio have dedicated procurement departments and vendor registration systems.

  1. Register on SAM.gov for federal opportunities
  2. Register on the Texas CMBL for state opportunities
  3. Obtain relevant certifications (HUB, 8(a), WOSB, etc.)
  4. Identify your NAICS and commodity codes
  5. Contact your local PTAC for free procurement counseling
  6. Start with smaller contracts to build your past performance record
  7. Register with local government procurement portals in your area

Texas PTAC Network

The Procurement Technical Assistance Centers (PTACs) in Texas provide free counseling to businesses seeking government contracts. PTAC counselors help with registration, bid preparation, contract compliance, and finding opportunities. Texas PTAC locations include the University of Texas at San Antonio, University of Houston, Angelina College, and other host organizations across the state.
