Texas Business Grants Research Team

The short answer is no — not anyone can get a Texas business grant. Every government program has specific eligibility criteria that applicants must meet. However, the broader incentive landscape is wide enough that most legitimate Texas businesses qualify for at least some programs. This guide explains who qualifies for what.

Common Eligibility Factors

Government programs filter applicants by various criteria:

  • Business size: Most programs target “small businesses” as defined by SBA size standards, which vary by industry.
  • Location: Texas-based operation is required for state programs. Some programs target specific cities, counties, or rural areas.
  • Industry: Many programs target specific sectors like manufacturing, agriculture, technology, or healthcare.
  • Business stage: Some programs require minimum operating history (e.g., 2+ years); others target startups.
  • Activity type: Programs may require specific activities like job creation, equipment purchases, workforce training, or research.
  • Owner demographics: Some programs target veteran-owned, women-owned, minority-owned, or disadvantaged businesses.

Who Does NOT Qualify

  • Businesses without a legal entity: Most programs require a registered business entity (LLC, corporation, etc.).
  • Non-operating businesses: A registered entity with no actual business activity typically does not qualify.
  • Delinquent taxpayers: Federal programs require tax compliance. Delinquent taxes disqualify applicants.
  • Excluded industries: Some programs exclude specific industries (e.g., SBA restrictions on lending to certain business types).
